Can't boot Sierra installer from USB flash drive.

Question

Try to install Sierra on my machine but got stuck at "Still waiting for root device". My PC spec are 
SUPERMICRO X9SRA
CPU:
XEON E5-1650 v2 3.5GHz
Graphics:
NVIDIA Quadro K4000
 
I'm using U{censored} 7.1.1 to create the installer drive in Legacy Mode.
 
Things I tried are

-tried all USB ports
-tried 3 different flash drive in all USB ports. 
-tried connecting to a USB hub in all USB ports
-tried moving to different USB port while the "still waiting for root device" pops up
-tried set boot flag with cpus=1. Doing this I got pass "waiting on <dict ID="0">" to "Ethernet" then it goes to "Still waiting for root device"

Are there any more suggestions to fix this? Thanks.

The prohibited sign seems to be a known issue with your Intel C602 chipset.

Best try with Clover and be sure the kext for C602 is injected.

Besides that, I would rather choose another graphics card for setup e.g. the good old ATI HD5450.

Thanks for the tips. I try to create a bootable HDD and got to the Sierra installer screen but my mouse and keyboard was not working. I think it's an issue with the USB Port when booting into Mac. Will get reading on the link you provided. Thanks again.
